Apogee

In regards to the Feb 12, 1983 storm, you will see that rather than occuring at the perigee, it occurs at the apogee (the nmoon's far point from the earth) following a perigee-syzygee combination that occured on January 28th. Looking at the following list we see several historic snow storms that also occured near apogees or at the opposite syzygy near per-syg combos.
