That's not the same thing as having a public highway going past. Calling something a "road", and sharing a collective fantasy that these are real city streets, does not change the fact that these are just cleared spaces between tents, out in the middle of nowhere. The only people who are going to see anything "lewd" going on, are people who have driven out to this more or less private location, with the reasonable expectation that such acts might be going on in front of them (based on a decade of precedent), and had to go to considerable trouble to get there. To compare the Esplanade to the Beltway, in terms of status as "public places" would be ludicrous. Citations based on taking whimsy literally, are not things that the authorities should be in the business of giving out. What's next ? Ticketing tourists in Walt Disney World if they walk across Mickey Mouse Lane, for jaywalking, because they didn't go to the corner of Donald Duck Drive ? Come on !
