Typically you will have this problem if you are using a 'real' Microsoft mouse.
Microsoft decided to pull Access97 scrollwheel support after Intellipoint v4.12.   The best way to get back scrolling support in MP3-Boss is to install Intellipoint v4.12, which you can get here:

This works great to solve the problem -- I actually use it on my development computer (WinXP Pro with a Microsoft Wheel Mouse Optical USB).

There is a program called FreeWheel that may help, but it may not work if you have the (old?) Intellipoint software.

If you don't have a Microsoft mouse, download the newest driver for your mouse -- usually that will let you scroll List View.  My experience has been that Logitech and off-brand mice will work fine once you have the newest driver.
